New Income Tax Rules – Submission of false Aadhaar number may be fined Rs. 10,000

As it is well known that the income tax department has allowed Aadhaar card holders to use the biometric id number in lieu of the Permanent Account Number (PAN). But as per new provision of Income Tax, fine of Rs. 10,000 may be levied in case of wrong Aadhar Number. As per the latest amendments in the Finance Bill 2019, not only allowed people to use Aadhaar in lieu of PAN but also introduced a penalty for giving a false Aadhaar number. However, the new penalty rules are applicable only in cases where you are using Aadhaar in lieu of PAN and where quoting PAN is mandatory according to the income tax department rules. It is well known that although Aadhaar is issued by the Unique Identity Authority of India, yet the fine is not imposed by UIDAI but by the income tax department. Under Section 272B of the Income Tax Act, 1961, the department can impose a penalty in case of default in complying with provisions relating to PAN, i.e., failure to obtain, quote, or authenticate PAN.

Cadre Restructuring of Postal Department : Signed Minutes of CR Meetings


The Committee constituted by the Department on cadre restructuring of Group 'C' employees held its final discussions on 28th April 2014.

The representatives of the Staff side informed that Postal Assistant cadre officials are getting promotions in promotioral hierarchy to Grade Pay of Rs. 2800/- (PB-1) in Lower Selection Grade at a time when they are already placed in the Grade Pays' of Rs. 4200/- [P8-2) or Rs. 4600/11:43-2) on award of financial upgradation(s) under MACPS. Taking note of this factual position and detailed discussions, the following recommendations in respect to the cadre restructuring of Group ‘C’  employees were agreed to:-

1. The post of SPMs in Single Handed Post Offices and Double Handed Post Offices will be placed in the Grade Pay of Rs.28001- in the Pay Band PB-I.

2.The post of Sub Postmasters in Triple Handed Post Offices and all other existing norm based LSG Posts in Post Offices will be placed in the Grade Pay of Rs. 4200/- in the Pay Band PB-II.

3. All existing posts in HSG-II will be placed in the Grade Pay of Rs.4600/- in the Pay Band P8-II along with the existing HSG I Posts.

4.  After the implementation of the above restructuring, the officials in the Grade Pay of Rs. 4600/-, who have completed 2 years of regular service, will be granted the Grade Pay of Rs. 4800/- in the Pay Band - 11 on non-functional basis after following the usual procedure of non-functional upgradation(s).

5.   Cadre ratio as per the agreed position mentioned at (a) to (d) above, will be worked out and the ratio so worked out will be replicated to the SA cadre of RMS. PA cadre of Circle & Administrative Offices as also to the PA cadre of SBCO.

6.  In respect of Postmaster Grade I. Grade II and Grade III Posts, once the recommendations of this Committee are implemented: the matter will be examined in the light of the same.

7.  In the light of peculiar situation of Postman/Mail Guard cadre where the work for bulk of the cadre continues to remain the same: as a special case the Committee recommends the ratios as worked out in pursuance of (e) above may be considered for implementation for these cadres as well and that the cadre so restructured may concurrently get the benefit of MACP also

8. MTS being a common cadre in all Central Government Ministries/Departments' will be extended the same benefits as commonly decided.

Last date for filing the acknowledgement extended for AY 2009-10, 2010-11 and 2011-12

As per the new circular dated 10.02.2014, Central Board of Direct Taxes, in exercise of powers under section 119 (2) (a) of the Act, hereby further relaxes and extends the date for filing ITR -V Form for Assessment Years 2009-10, 2010-11 and 2011-12 till 31.03.2014 for returns e-Filed with refund claims within the time allowed under section 139 of the Act. The taxpayer concerned may send a duly signed copy of ITR-'V' to the CPC by this date by speed post In such cases, Central Board of Direct Taxes also relaxes the time-frame of issuing the intimation as provided in second proviso to sub section (1) of Section 143 of the Act and directs that such returns shall be processed within a period of six months from end of the month in which ITR-V is received and the intimation of processing of such returns shall be sent to the assessee concerned as per laid down procedure. Provision of sub-section (2) of section 244A of the Act would apply while determining the interest on such refund
