DA will be 100% w.e.f. January 2014

Now it is very clear from the AICPIN issued today that DA will be 100% w.e.f. January 2014. Decline in AICPIN for December, 2013 vanished the expectation for crossing the DA from 100%. However, it will give a great relief to Central Government Employees and Pensioners as DA will be enhanced by 10% again.

Government Decides to Keep in Abeyance the Decision to Change the Procedure for Pan Allotment till Further orders

The Central Board of Direct Taxes (CBDT) has decided to keep in abeyance the decision to change the procedure for PAN allotment till further orders. Accordingly, the operation of Circular No. 11 dated 16.01.2014 issued to PAN service providers has been directed to be put on hold till further orders. In the meantime, the old procedure of PAN application and allotment shall continue.

DA Merger with Pay : AIRF puts pressure on government

Struggle is still going for the merger of Dearness Allowance with pay. In this line of action, AIRF (All India Railwaymens Federation) wrote a letter to the Secretary(Exp.), Ministry of Finance putting pressure on government to merge DA with Pay. 
Read the contents of the letter of AIRF as below:

On the persistent forceful demand of the Central Government employees, including Railwaymen, successive Central Pay Commissions were appointed by the Government of India with a view to improve upon wage structure and to grant parity with other employees of the Public Sector Undertakings in the wake of market inflation and price hike of essential commodities. These Pay Commissions, while recommending revised pay structure, have also recommended grant of Dearness Allowance on the basis of increase in the Price Index.
The very purpose of compensating the pay with payment of Dearness Allowance is being defeated because of unbridled inflationary pressure on the economy and the consequent steep rise in the price of essential commodities. This has resulted in erosion of the value of the wage, remarkably beyond tolerable limit, as a consequence of which, payment of Dearness Allowance has failed to compensate devaluation of pay.
While Dearness Allowance was merged with the pay on crossing the percentage beyond 50% during V CPC as the actual value of wage devaluated because of market hike to compensate eroded value of the wages besides payment of Dearness Allowance, but this time Dearness Allowance, which has already gone beyond 80% w.e,f. 1st July, 2013, is yet to be merged with the pay.
It would, therefore, be quite appropriate and in the fitness of the thing that Dearness Allowance is merged with the pay for all purposes to compensate the erosion in the wage in the wake of market inflation and steep price hike of essential commodities which are posing serious constraints in the livelihood of the Govern employees in general and the low-paid employees in particular."

Train for Katra likely from first week of February

The much awaited Kalka-Katra Express train, announced in the railway budget, was finally set to chug out, as the commissioner, safety, ministry of railways, has finally given his consent for the security checking of the 25-km Udhampur-Katra railway track from January 27 to 29. The rest of the stretches on the route have already been cleared.

Sources in the Northern Railway said the train to be beneficial for those visiting Vaishno Devi shrine was likely to start from the first week of February.

Change in procedure of PAN allotment w.e.f. 03.02.2014

The procedure for PAN allotment process will undergo a change with effect from 03.02.2014. From this date onwards, every PAN applicant has to submit self-attested copies of Proof of Identity (POI), Proof of Address (POA) and Date of Birth (DOB) documents and also produce original documents of such POI / POA / DOB documents, for verification at the counter of PAN Facilitation Centres.

Decision on Railwaymen's definite strike on 17.02.2014

The national trade unions of railwaymen will decide on February 17 whether or not to go ahead with the proposed indefinite general strike to press for implementation of various long-standing demands.

Though railwaymen across the country had overwhelmingly voted in favour of a direct agitation during the ‘strike ballot’ held nationwide last month, the crucial decision on launching a general strike that could cripple railway operations is due to be taken at the meeting scheduled at Kota, Rajasthan, said N. Kanniah, general secretary of the Southern Railway Mazdoor Union (SRMU), which is affiliated to the All India Railwaymen’s Federation (AIRF).

JCA, WB letter to Rev Sec seeking intervention against discrimination regarding allocation of posts

After the recommendation of Core Committee for allocation of posts, JCA West Bengal sent a letter to Revenue Secretary seeking intervention against discrimination made with West Bengal charge. With regard to WB region it is pertinent to mention here that Core Committee in its report reduced the number of posts of Principal CIT, Addl CIT, ACIT/DCIT and ITO from the recommendation of Sub-committee no.-1. JCA, WB was already not satisfied with the recommendation of Sub-committee no. 1.

Friends, as intimated earlier, the core committee has received the report of Sub Committee No.1 on jurisdiction and deployment of posts on 30.11.2013. After minor changing, the core committee has submitted its report to the board on 13.01.2014 for approval. Meetings on Cadre Restructuring dated 16.01.2014 and 17

Meetings on cadre restructuring with ITEF and ITGOA convened by Member (P&V), CBDT were held on 16.01.2014 and 17.01.2014. As stated earlier the main subject of meeting was different yardsticks adopted by sub-committee -1 and core committed and that of the ITEF. ITEF cleared its views on formula proposed by them regarding allocation of posts. Meeting was concluded without any final assurance except assurance of Member(P&V) to discuss the outcome in the board.
ITEF vide its circular also requested to all circles to carry out the agitation program from 21.01.2014.

Merger of 50% DA soon

Merger of 50% DA soon be considered by Central Government. As it is very clear from AICPIN that DA may cross 100% w.e.f. January 2014, the merger of 50% DA may be announced before declaring of enhancement of DA which is due w.e.f. 01.01.2014. The decision in this regard may be taken before the announcement of Parliamentary election i.e. by the end of Feb' 2014.

Withdrawal of Tax-Exemption in Case of Four Cricket Associations

The Income Tax authorities have looked into the affairs of the four cricket associations, namely Saurastra Cricket Association, Baroda Cricket Association, Kerala Cricket Association and Maharashtra Cricket Association and have found that these cricket associations were engaged in certain activities which were considered commercial in nature in view of the amended provisions of Sec 2 (15) of the Income Tax Act, 1961. Consequently, the scrutiny of assessments in these cases has resulted into the withdrawal of tax-exemption. Past assessments in these cases have also been reopened by the Department to examine the correctness of their claim for income tax exemption during the periods concerned.

IRS Association Contributes More than Rs. Thirty Four Lakhs Sixty Thousand for Relief and Rehabilitation of the People of Uttarakhand Affected by the Nature's Unprecedented Fury in June, 2013

Indian Revenue Service (IRS) Association presented cheques worth over Rs. 34,60,458 / -. (Thirty Four Lakhs Sixty Thousand Four Hundred and Fifty Eight) to the Union Finance Minister Shri P.Chidambaram in his office here today. Cheques are drawn in favour of the Uttarakhand Chief Minister's Relief Fund and will be sent to the Chief Minister, Uttarakahnd. The Members of Indian Revenue Service Association in a letter to the Finance Minister said that they were equally grieved and propose to lend a helping hand to the people of Uttarakhand for their relief and rehabilitation.

Cadre Restructuring of Income Tax

There is great disappointment among employees of Income Tax due to delay in implementation of Cadre Restructuring. After passing more than 7 months, there is still no strong assurance from Board or service associations for early implementation of Cadre Restructuring.

It is learnt that JCA-WB has started agitation and non-cooperation on the issue of allocation and ITGOA(UP) has raised on objection on the reduction of posts in the grade of ACIT in their region. Similarly, grievance is raised by ITGOA-Karnatka region that they stand 3rd in terms of revenue collection while 9th in terms of manpower. They all are claiming that they have not got their rightful on allocation of posts.

It is also learnt that CBDT is now preparing to issue a clarification on NR Parmar case. The clarification in the regard may be issued soon.

Posting of Principal CCsIT soon

Names of 23 Principal CCIT cleared by the DPC have now gone to the ACC (Appointment Committee of Cabinet). After the return of names from ACC, posting of these Principal CCIT will be commenced.

12% growth in Direct Tax Collection during April-December

According to Finance Ministry, there is overall growth of 12.33% in Direct Tax Collecion in the current fiscal year till date in the comparison of same period last year.

There is growth of 9.35% in gross corporate tax collection while 18.5% in gross personal income tax collection.

There is growth of 12.53% in net direct tax collection. Collection in STT rose by 4% while collection in Wealth Tax rose by 11.9%.
