Cadre Restructuring of Income Tax : New Recruitment Rules

The Subcommittee No. 6 has submitted its report regarding recruitment rules. 


"As promotion to the post of Inspectors shall henceforth be only from Executive Assistants, the existing system of quotas in promotion for Ministerial Staff and Stenographers has become redundant and accordingly, has been done away with. For the same reason, for the existing provisions relating to quota for promotion on the basis of  seniority and date of passing has been deleted."
Once the allocation of posts finalized and board provides data to all regions since 1986 in view of NR Parmar case, implementation of cadre restructuring begins.

  1. For promotion to inspector, passing wise quota may be retained as earlier as it gives high morale to the officials. It gives opportunity for promotions & create enthusiasm to learn about deptt. Activities which enables him to do a lot for the department. An official who work hard & qualified ITI exam 6 yrs ago in his 1st chance assuming that he will be promoted on his ability & now is due for promotion to ITI at sr. No. 1 or 2 of passing list. After changing in RR as recommended by Sub C. No. 6, he will be on at sr. No. 80 in list of seniority. He will be very hopeless on his earlier hard work which effect his entire carrier & thoughts of his working. Thus passing quota should not be removed or it should be applicable to the officials passed in Exam of ITI 2014 onwards.

  2. I agree to the previous comment. Date of passing should matter as it was earlier. Or, this may be brought w.e.f. 2-3 next years.

  3. A steno Gr III with GP 2400 is eligible to promote EA but a staff car driver Gr II with GP 2400 is not eligible to promote as EA even if he acquire requisite educational qualification for direct EA.This injustice.

    1. Steno Gr.III working years together in his cadre attains/gains certain departmental knowledge and experience, whereas what Staff Car driver gets by driving a departmental vehicle to compare with Steno Gr.III or else.

  5. A steno gr ii who has cleared the iti exams in 2013. Whether his name will be considered in dpc for iti for vacancy year 2013-14 or 2014-15. Or he will be promoted to EA. Pls reply

  6. For the recruitment year 2013-14, officials who are eligible as on 01.01.2013 will be considered for promotion.
